[Beijing, May 20, 2009] China IT Service Alliance was founded in Beijing Friendship Hotel on May 19, 2009, which was instructed and composed of scores of services institutions such as RayooTech Co., Ltd., 3Win Club, domestic and international customers. It was established with the property as a non-profitable innovative union. During the establishment meeting, Shao Kai, CEO of RayooTech Co., Ltd. was appointed the first council chairman of the Alliance.

The core mission of China IT Service Innovation Alliance is to create an innovative and collaborative system that is based on IT Service, and assisted by unifying production and learning. It helps the members of the Alliance to interact, complying with market application and efficiently combining career innovation with technology and service creation. By weaving these core concepts into a beneficial balance, the Alliance can enhance the innovation and competition environment of the whole IT industry, and firmly support the advance of industrial structures. Torch lit, a remarkable movement symbolizing the formal operation of the Alliance, was then followed by a signing of a contract with regard to innovation of the whole IT industry. The contract suggested that IT Services should unite together in a creative spirit so as to increase the ability within market competition.
Ma Yanmin, vice-dean of the Science and Technology Department, pointed out the significance of the foundation of industrial IT alliance during his speech: The establishment benefits the organizing of production, learning and researching in depth and keeps a stable collaborating and legal relation strategically. Therefore, the establishment of China IT Service Innovation Alliance not only encourages the cooperation, innovation, win-win situation, and development among participating enterprises, but also further makes them cumulatively stronger.
Council chairman Shao later elaborated his speech on the detailed threads respected to ideas of work-operation: the current task is to develop industries and research on creative methods to strive technological breakthroughs involving production, learning, research and usage. Others ways include spreading the alliance brand to broaden the business opportunities; carrying out the collaboration of the Alliance’s enterprises; creating a healthy and competitive development atmosphere; organizing and supporting members of the Alliance to participate in governmental IT industrial development and innovation activities. These mentioned approaches will help build a well-balanced relationship between the Alliance and the government, as well as carry a principal of equality, collaboration, mutual help and benefits. The developing beliefs will thus lead the Alliance to unite, create reputational brands and share the resources to maximize their profits.
The establishment of the Alliance was paid great attention to within the IT industrial unions, which include High-Secretary- Ministry of Science and Technology Department, Torch Center- Ministry of Science and Technology Department, China International Investment Cooperation Promotion Agency, Information Technology Industrialization department Software and Integrated Circuit Promotion Center, Beijing Municipal Commission of Commerce, Zhongguancun Management Committee, China Association of Technology Entrepreneurs, China Federation of Scientific and Technological Institutes, China Machine Parts Association, China Hua Tai Insurance Company, China Telecom, Hitachi Hi-Technology, Japan Future Architect and other administrative units, industrial clients, research institutions, alliance members and other 130 representatives.
The day before the establishment conference, China IT Service Innovation Alliance held its first council at UFIDA Software Park. The meeting discussed certain agendas and distributed appointment letters to the participants of the council. It also discussed issues about adding Beijing Software Industry Productivity Center and Neusoft Group as new governing units.
