[Beijing Mar. 2nd, 2009] UFIDA Software Engineering is approved as China "High and New Technology Enterprise" by the Beijing municipal licensing commission of High and New Technology Enterprise on December 24, 2008. The designation was carried through according to the Management Policy of High-tech Enterprise license and Guidelines of High-tech Enterprise License lately promulgated in 2008 by the Ministry of Science and Technology ("MOST"), the Ministry of Finance ("MOF") and the State Administration of Taxation ("SAT"). RayooTech became one of the few companies among 10% applicants to be designated as HNTEs in Beijing under the new qualification criteria.

The circular (2008 version) defines high-tech companies as resident enterprises registered in mainland China for more than one year and that continually concentrate on researching and developing their own core intellectual property rights in order to carry out business within the scope of "State-encouraged High-New Technology Areas." According the updated policy, the restrictions have been set with limited scope and more requirements need to be fulfilled by a company in order to be qualified as a high-tech or new technology enterprise.

The certification of USE as HNTE distinguishes RayooTech from other software outsourcing service providers for its continual improvement in Information technology with independent knowledge property. It is also expected that the certification will enhance USE's competitive position and validate their commitment to being an industry leader in the area of software outsourcing service.

As the newly designated HNTE, USE is entitled to a enjoy the preferential 15 percent corporate income tax rate and other favorable policies.
